Using Think-Tanks:
Our research for the definition of "Think-Tank" resulted with the fact there is
no concrete definition, but it is open for interpretation. Therefore, we as analysts
are pioneers in such topic.
Let us define "What is a Think-Tank?"
Before we state our definition, lets us:

Search for an existing model and see if such model can help us refine our definition.

What we believe Egypt president Morsi's Think-Tank would have been and done.
|
•

List the criteria for creating a Think-Tank

Search for a Model
We need to cover the following points:
•

We live in a very complex world, use even more complex technologies, and making the right decisions is very difficult, if not impossible.
|
•
|
The US Congress (House and Senate) is designed to make decisions for the USA. So by definition, The US Congress is the Think-Tank for the USA
|
•
|
The House represents the population (based on the number of citizens in a state)
|
•
|
The Senate has two senators from each state - equal representation
|
•
|
US Congress has goals and/or tasks
|
•
|
Congress performed their required job using committees and their helpers, researchers, ...etc.
|
•
|
US Constitution (guidelines and rules)
|
•
|
There are Timelines and Scheduling for goals and tasks
|
•
|
Hopefully Congress is taking the country's demands, requests, views and needs into the consideration of decision making.
|
•
|
Members of Congress have voting privileges and are the Decision Makers
|
•
|
Ethics is the main ingredient of being a member of US Congress.
|
•
|
Gender must be considered in the decision making
|
•
|
The state of Israel was created on paper 50 years before its existence.
|
•
|
We are not including religions and/or races since that would open loads of "dos and don'ts."

Our analysis would have recommended the following Think-Tanks:

Egypt Economic Plans Think-Tank
|
•
|
Cleanup of Egyptian Government Ministries and Agencies Think-Tank
|
•

Media Shake-up Think-Tank
|
Using the US Congress as a model, these Think-Tanks, must have the following.
•
Think-Tank Members, size and qualifications:
•

The size of each Think-Tank should be 2,000 or more persons - mixed genders
|
•
|
Members must be paid for their work and time
|
•
|
Members should be one or more of the following: Common man, medical doctors, Ph.D. professors (academic), attorneys,
engineers, policemen, politicians, army generals, government employees, school teachers, teens - in
short a true representation of the Egyptians on the streets.

•
|
Ethics - every member of the Think-Tank has to understand that he/she must put all personnel, financial or any gain on the side and make a commitment to help Egypt, Egyptians and the future all the generations to come.
|
•
|
Members should be grouped into committees with specific tasks and goals
|
•
|
Attitudes - egos and bad attitudes (see the Views on Egypt's Labor Force) should be totally eliminated in running committees.
|
•
|
Members should be chosen, so no special groups can take over the Think-Tank and we end up with one sided Think-Tank.
|
•
|
Training should be given on creating committees, chosen speakers and conducting their daily tasks.
|
•
|
Technology and methodology training should be given on how the committee does its required tasks and speed decision making.
|
•
Committees, leaders and Speakers:
•
|
Each committee must have a specific specialty and tasks
|
•
|
There must be predefined and documented Committees Guidelines
|
•
|
Voting is used in decisions and choosing their leaders and speakers
|
•
|
Each committee must have Decision makers (leaders)
|
•
|
Each committees must have a Speaker - may not be the leader
|
•
|
There should be a Public feedback committee with predefined tasks and rules

•
Rules of engagements and Guidelines:

There must be Predefined goals and guidelines inter and intra communication between committees

•

There must be Predefined Rules of Engagements

•
|
Disputes are resolved with voting
|
•

The use of research groups in helping committees make decisions

Two hours - Twice Weekly Televised-show:
•

Twice weekly: every committee has two hours public (televised program) show to present their assigned tasks and their status including outstanding issues and disputes.

Twice weekly: Heads and Speakers of all the committees have to have two hours of public (televised program) show to present their decisions and issues to be resolved.
|
•
|
Twice weekly: The heads and speakers of committee must have Question and Answers to Egyptian public to address the public needs and concerns.

Televised Voting:

Televised-show to present decisions and voting on by Speakers of each committee.

•
|
Have Question and Answers to Egyptian public to address their decisions and voting.

•
Use of Latest Technologies:
•
|
Use of the latest technologies such phones, computers, research engines and internet.

Our Wishful Thinking of Egyptian Think-Tanks:
•

We as analysts cannot help Egyptians unless Egyptians see that using technologies and mythologies are the only effective methods in solving problems and issues with speed.

|
Each of the Think-Tank Member must understand that the success of his Think-Tank lies on his shoulder, energy-effort and attitudes.
|
•
|
We as analysts can only show the way, but Egyptians have to do the traveling.
|
•
|
Think-Tank Members have to understand that they are pioneers and setting the stage for others to follow.
